Question / Help Massive Ping Problems while Stream

Hey guys !
i am a new streamer and i read a lot about encodings and so on and tried to find the best one for me.
my upload ist Upload :: 4.4 Mbps/4.5 Mbps.
My encoding is set on 1300 / buffersize same.

CPU Intel Core i5-2500K Box (4x3,30GHz)
RAM DDR3 G.Skill 8GB
Grafikkarte Geforce GTX 570
Motherboard MB ASUS P8H67-M PRO R.3.0

PROBLEM:
If i go higher i have ms problems and i start lagging.
league of legends ist good quality but cs:go looks just like shit :D
can you guys help me? dont know what to do and how to use my obs settings perfectly so can you give me some tipps?

ps: i read to disable my "aero" but what is it and how can i disable it? :D
dont disable aero. increase scene buffering to 700ms and enable minimize network impact, which is the setting that should fix your issue. Second running 1080p with only 1300 bitrate will look aweful. even 720p that is low, recommendation is to lower your resolution to 540 616 or 720p which will allow you do drop your x264 preset to medium, fast or faster respectively. i.e. 540p medium preset, 616p, fast preset, 720p faster preset.
