Question / Help Massive Lag Spikes in Dota 2

• 2.2GHz Intel Core i7 2670QM Quad-Core
• 16GB of DDR3 RAM
• OS= Windows 7 Premium
• NVIDIA GeForce GTX 560M GPU with 3GB

I am sorry I have left anything out! I am very new, and all I know is I get MASSIVE lag spikes in game, when I close OBS it is fine with a ping of 5

What do I put for max bitrate and buffer etc, I am sure my settings are wrong :(
