Question / Help Massive frame drop even with new hardware. PLEASE HELP

I just recently switched from an AMD FX 8350 processor to an Intel i5 6600 K with 16 GB of DDR4 ram and GTX 970. I'm able to play games like overwatch hi settings at about 100 frames per second constenly. Then when I tried to stream using quick sync my frame rates drop to around 20-30 frames per second and the game becomes unplayable. I have tried all different types of configurations in the advanced settings and scoured the web looking for answers to no avail.

You will see FPS drops, but try using Vsync and see if that alleviates the issue

my frames are good but im getting stuttering even though im at 100fps. im using Nvidia NVENC
