Question / Help MAJOR Problems

I have had multiple problems with this program.

When I first downloaded it, it worked fine, and then I exited out of it, and when to open it back up not to much longer later. and it refused to open no matter what I did, so I uninstalled it. Then, I went to download it again, and it said it was running in the background, even though I had deleted all of its contents.......What is going on? How do I fix this?

I think if you already have one instance open it won't let you open another. So check task manager to see if it's already open.

I checked that. It didnt appear there so I don't what whats going on :/

Have you tried simply rebooting the computer?

Sometimes anti-virus can shut down unsigned programs like this as well. Also, if you're using the 32bit version, try the 64bit version, and vise versa. Only have seen that happen once before though.
