Question / Help Low FPS

Hi. Tell me, why do I have more recently become low FPS? Previously, if you had a 1080p 20 + fps, now at that scale up to 720p - 8 fps. Else noticed that the CPU load is not full: WorldOfTanks - 40%, OBS -15%. Windows 8 x64, Intel Core2 Duo E7400 2.8GHz. I'm sorry if there was a similar question.
 
Hmm, FPS shouldn't have changed. Can you verify for sure that the version changed it?
 
Completely remove the program, reset all settings, FPS has not changed. Stream my desktop in 20 fps. Through the task manager to put the game on the first core, OBS for the second, and still OBS CPU load by only 15%, 30-40% of the game, 50-60% are non-use
