Question / Help Low FPS Streaming but High in Game.

High I'm posting for a friend, he's having trouble streaming. I am at a lost as to what could be causing this. When he streams obs is only uploading at around 13-16 FPS but in game he's getting around 160+ FPS. I did read somewhere that it could be his upload speed but he's got about 100 down and 10-15 up which is more than enough to stream. He has an AMD FX 8350 cpu w/ r9 290x GPU so I don't think that's the problem. His settings are correct as well.

Couldn't add the log file (more than 10000 characters) So here is the github link to it.

yeah use game capture instead. also scene buffering to 700ms and check to make sure your CPU's cores are not parking. there are utilities that can unpark the cores.
