Question / Help Low FPS in-game while streaming to Twitch.tv

Hi, I am having problems trying to get more than 20 fps in games while I am streaming to Twitch.tv. Whenever I am not streaming I get about 60-100 fps, but when I start I get around 10-30 fps. I dont know why this happens!?! Here are some of my OBS settings:

OBS Settings:
Encoding - Video
Use custom buffer size = off
Max bitrate = 1500
Buffer size = 1500

Encoding - Audio
Coding = AAC
Bitrate = 128

Broadcast settings -
Minimize Network Impact = off

Video -
Custom = 1280x720
Resolution Downscale = 1.50 (852x480)
Filter = Bilinear(fastest)
FPS = 30

Advanced - General
Process Priority Class = Normal
Scene buffering time: 700 milliseconds

Advanced - Video
x264 CPU Preset = veryfast

My PC specs:
Intel Core 2 Quad CPU
Zotac GeForce 9500gt
8GB RAM
Windows 7 Pro (64-bit)

EDIT - My CPU speed is 3.66Ghz
And if my hardware isn't fast enough then what do I need to upgrade because this is a new PC!??!
 
Twitch recommends an i5-4670, your PC is an Intel Quad Core Q9400 @ 2,66 Ghz and your GPU is also very outdated.
Your PC is most definitely not a new PC, your CPU is from 2008 and your GPU is from 2009.

I wasn't looking at that one... go to minimum requirements. I usually get 100+ fps in game so idk why it drops so much.
 
I don't know why this is happening but other people can stream with the Core 2 Quad!?!? What am I doing wrong?
