Low Cpu / Gpu usage - Choppy Stream [Even Preview]

Posting my log file to keep it short, but for some reason i recently began getting a choppy stream, even just the preview. I've never had this issue before. I am trying to stream in 720p, and 1080p with no luck on either. Iv'e tried lower settings for the games with no avail.

The streams were okay last couple weeks, but i recently changed some settings and installed everything on a new NVME And am just having issue after issue. Please assist if you can, greatly aoppreciated.

In Windows:
1. To ensure that OBS Studio has the hardware resources it needs for realtime streaming and recording, we recommend disabling the "Game DVR Background Recording" feature via these instructions.
2. In Windows 10 versions 1809 and newer, we recommend that "Game Mode" be enabled for maximum gaming performance. Game Mode can be enabled via the Windows 10 "Settings" app, under Gaming > Game Mode.
3. At least one of your audio devices has a sample rate that doesn't match the rest. This can result in audio drift over time or sound distortion. Check your audio devices in Windows settings (both Playback and Recording) and ensure the Default Format (under Advanced) is consistent. 48000 Hz is recommended.
OBS Sample Rate: 48000 Hz
CABLE Output (VB-Audio Virtual Cable): 44100 Hz
Headset Earphone (HyperX Virtual Surround Sound): 48000 Hz
In OBS:
4. Settings, Output, Uncheck box for Psycho Visual Tuning.
5. Settings, Advanced, Network, Check box for "Dynamically change bitrate..."

Post new log or use log analyzer if still having issues.
