Losing up to 70% in Dropped Frames (Network) Pls Help!

I have tried many different settings from YouTube/Forums/Reddit and nothing has changed. I have tried both Encoders x264 and NVENC.
I have tried many different Bitrates from 1500 Kbps to 5000 Kbps no change. I have tried going down to 720p Output both 30/60fps No change. Also I cant see this as a hardware issue because through Task Manager I can see that its not straining to hard to run the streams plus the issues clearly seems to be a network problem.
I will include both my specs and internet speeds.
(Also I am Wired to Ethernet not on WiFi) From the Pictures you will see that my Download is fast, but my Upload is slow. Only getting about 10 Mbs Upload. However this should be plenty to stream at 720p. Not only that but even if I were to drop some frames I don't think it should be anywhere 72% its crazy and unwatchable and its constant it does not drop a constant 70% loss.
I have some Overlay Sources running also but I've made a new scene with only my Display Capture on and still got the same result. Also sometimes my roommate streams from his PS5 and has absolutely 0 issues every once in a while you get a little lag but overall its perfect. All these attempts have been when he's not streaming btw really only my PC and 3 Phones on the WiFi. But me in obs is a different story I don't know what to do. Right now I believe my only option is a ISP issue. But do you guys have any ideas? (Also I have ran obs as administrator and got same results.)

According to the speed image your upload is completely broken. You need to verify this with your ISP.

Settings > Advanced > Network > Enable Dynamic Bitrate. Do that before you start streaming.
Brother. I turned it on and got a Notification saying to turn it on I must turn off Enhanced Broadcasting. When I turned it off it started working perfectly. Crazy how 1 thing can change so much. Idek why I had that on. Thanks!
