Losing frames and bitrate even when my internet's good

So lately I've been having some issues try to stream to a twitch server. Every time I do, my OBS is always dropping frames and buffering. I tested my stream key on the R1ch Twitch Test tool and there were no good servers to run it on. It worked fine for a little bit but after a few minutes, it suddenly drops. I had to contact my ISP to come fix the internet issue. They noticed that my fiber was terrible so they had to install a new one in. So I waited for at least a day to kick in. Once it did, I did another test, but it's STILL doing the same thing.

As shown in the third screenshot, I don't have any good servers to stream through. So I don't know if it's either my internet or my OBS doing this. I have no idea who to believe. I tried streaming at a low bitrate and low resolution, but it's still dropping. Is there actually a problem I'm not noticing?

The idea behind the twitch test tool is that it is not OBS, thus ruling out something happening with OBS. This is a problem with your network in some way, I'd reach back out to your ISP.
