Question / Help Loosing the Image Quality

Hello. I am not yet home and I cannot submit a log until later tonight, but I thought maybe there is a simple answer that doesn't require it. I have a pretty strong PC:
  • CPU: Intel CoreTM i7-4770, 3.40GHz
  • Motherboard: Asus MAXIMUS VI EXTREME Z87
  • Graphics Card: Gigabyte NVIDIA GeForce GTX TITAN Black, 6144MB, GDDR5, 384bit
  • RAM: 32GB - Kingston HyperX BEAST, DDR3, 2400MHz
  • SSD: Intel 520 Series, 2.5" 240GB, SATA3
  • HDD: 2x HDD WD Black 2TB, 7200RPM, 64MB, SATA3
  • PSU: Enermax Revolution 87+, 850W

But when I stream "League of Legends", "Diablo 3", "Assassin Creed" or any other game, the image quality drops whenever there is movement on the screen. I am running at around 130 fps in-game while I stream and I've tried multiple settings, lower/higher fps in OBS, lower/higher bitrate, and almost all the options on and off wih the same result. When there isn't to much movement the stream looks awesome and full HD* but when i move it gets to a 360p-480p.

Is there a simple solution for this, or what should I try setting up / send you.

Well, there's some information that's needed here.
Are you using window capture? Game Capture? Monitor Capture?
What resolution are you streaming at?
What bitrate are you streaming at?
What's your upstream and downstream, internetwise? (For bitrate recommendations.)

I'll be perfectly honest, it sounds entirely like a Bitrate issue.

There will be always pixalation when there is motion on the stream, there are ways to reduce them. If your CPU can spare the resources you could try a slower preset like faster or fast, this would improve the image quality.
