Question / Help Looking for assistance with remote server/stream ingest/refeed.

I run the production side of a gaming league that does weekly streamed matches in a tournament/bracket format. Previously all the matches were prerecorded in order to get the best quality but I've been asked to explore a more live approach to it and I am completely at a loss as to how to do this. The windows 8.1 desktop I am using and my internet connection are in excess of any requirements I would need and if I find it's not I have the ability to upgrade my internet speeds on the fly (up to 150 down; 75/100 up (currently at 100 down, 45up); that I know for sure, so it comes down to the logistics rather than that. I've written down a list of goals that I want to knock out.

1. Set up a server at my own home studio. (I honestly don't know where to start here.)
2. Allow players to use OBS/XSplit/Etc. to stream directly to that private server via information I give to them.
3. Use my own OBS or XSplit to then capture that feed off my server for a live production.
4. This feed will be for only game play.

If you have an alternative single windows pc solution for this I would also be willing to hear it. Flash Media Server was a no go on this as well, before it is suggested.

Ideally I would personally like to keep cost at a minimum but the company is willing to pay out if its needed in order to ensure maximum quality here. I'm personally not sure if this is possible but that is what they are asking so I need to at least make an attempt haha. Any help that you can provide would be absolutely amazing.
