The last recording where you set the buffer to 0 and used CRF=15 is significantly better, keep doing that:

Set your keyinterval to auto unless you have a good reason not to.

What's the actual input resolution to the Elgato? If 1920x1080, set the base resolution to 1920x1080 and use a downscale to bring it down to 720p. Or just record at 1920x1080.

You're on Windows 10, so consider uninstalling the Anniversary Update if applicable, its been known to cause problems with OBS.

I record the elgato at 720p on the elgato software, how do I uninstall anniversary update?

CPU AMD 8320
GPU ASUS STRIX R380 4GB
Those are my computer specs
