Question / Help local and twitch stutters

Lately I've been getting some stuttery video whether I'm streaming to Twitch or doing local output only. I changed some settings when I was streaming on a connection with a lower upload bandwidth and since then I can't get it back to normal for streaming or local output. The video looks clean and everything, but it'll pause and unpause repeatedly throughout the video.

Any ideas what I need to change? Also in the log file it says physical memory 4095, but I have 8gb RAM if that makes any difference.

Your Intel(R) Core(TM) i5-3210M CPU @ 2.50GHz can't handle Fast preset. Set it to Very Fast and try again.

22:02:38: Total frames encoded: 945, total frames duplicated: 753 (79.68%)
22:02:38: Number of frames skipped due to encoder lag: 744 (78.73%)
22:02:38: Total frames rendered: 203, number of late frames: 5 (2.46%)

You want all these percentages in your log file to be at or below 1%. They're so high I have doubts that your CPU can even handle Very Fast, but try it and find out.

Also, when you test, run the highest complexity scenes your game has for at least five minutes in order to get a true test of what your computer can do and average out any spikes.

Thanks, I set it to super fast and all the percents dropped below 4% and it looks nice and smooth now. I thought that setting it faster was more demanding.
