Question / Help LAGING ISSUES ON GAME AND OBS WITH GREAT PC

Here is my PC Specs

GPU - Geforce GTX 970

CPU - AMD FX(tm)-8350 Eight-Core Processor

Memory - 32.00 GB RAM

Please help everything was working now it isnt i went from good quality to down right Terrible.
Even with terrible quality settings it still doesnt work

P.S its on an SSD a Good SSD
