Question / Help Laggy Output but low CPU usage?

So how would I go about lowering it if that is possible? Also, it wasn't like this before so is there something that could possible cause a spike in temperature?

Improper/not functioning cooling, dust in fans, bad thermal paste, it can be any number of things.

Get some thermal paste and remount your CPU fan. I have a feeling your 4790 might be using the Stock/OEM cooler though, is your computer pre-built?
 
So in other words I'm fucking until I sink more money into the system to figure out the temperature problem that MAY be causing this?

So you're using the stock cooler? You'll want to get something better than that scrap metal for cooling your CPU.

Use software like HWMonitor that measures temperatures and CPU's MHz speed. Run something like intelBurnTest software, or OBS record. Does the CPU's Mhz speed drop and slow down with over 50% CPU usage?

The stock cooler should do fine at stock speeds, and 75C is still pretty warm unless you're getting that running Prime95 or some other type of stress test. If you mean you get 75C at idle then something is still terribly wrong.
 
At idle it's around 40-45 which is normal for my CPU. The fan I'm using isn't the best, but it's not terrible. The 75 temp was when I was running OBS and streaming.

What Motherboard and Power Supply being used in your computer?
Sometimes motherboard's VRM (mostly cheap ones without heatsink on VRM) could be overheating and slowing down a fast CPU.

Did you use HWMonitor or CPU-Z and watch the Mhz speed drop at over 50% cpu usage? as still not still not sure if your CPU is still being throttled slowdown?
 
Also forgot to mention that while the speeds don't drop at all even up to the 90% CPU that I was pushing, their speed tops out around 50-60% of CPU being used if that means anything to anyone.
