Yup. At this point I'm just guessing it's an issue with the OS since I'm using one of the insider preview builds. That's the only thing I can come up with.
Setting it up that way tends to cause OBS to stall or cause other weird behavior, which could potentially cause the CPU usage warning.OK, but I don't see how that is going to solve the issue of having "too high encoding setting"? Considering that everything was working fine before and it's not anymore and I haven't changed any settings.
...Yeah, that might have been a good thing to mention earlier.
Insider Preview builds have been know to not always work well. Usually Microsoft fixes everything before it's released, but if you want to stream, I don't recommend using Insider Previews.

Your system (or antivirus) is messed up with rights. For future, never perform the installation in windows 'Programs' folder. Create 'Progs' or 'MyProgs' on C: drive and install all your programs there. Because defence system may kick you off before you can update or delete any file from default folder (better if you will be the owner of the folder). Source running at high fps (no vertical sync, monitor at 200Hz)? Did you check it by Fraps?...more ideas as to what could be causing this?
Did you try checking your CPU temperatures? With something like HWMonitor? It's a bit of a long shot, but i noticed you had 31% skipped frames in one of your logs.
