Question / Help Laggy Output but low CPU usage?

Yup. At this point I'm just guessing it's an issue with the OS since I'm using one of the insider preview builds. That's the only thing I can come up with.

Insider Preview builds have been know to not always work well. Usually Microsoft fixes everything before it's released, but if you want to stream, I don't recommend using Insider Previews.

OK, but I don't see how that is going to solve the issue of having "too high encoding setting"? Considering that everything was working fine before and it's not anymore and I haven't changed any settings.
Setting it up that way tends to cause OBS to stall or cause other weird behavior, which could potentially cause the CPU usage warning.

Yea it just never occurred to me that it would cause that kind of an issue with the CPU usage.

this means nothing to me so I'm hoping someone can help

I mean you need to use constant (predefined) input before changing any settings, not only to get some "points" from a benchmark. The fr-043 has a lot of moving objects, panning scenes, dark zones, uses a lot of video card power and maybe not running very smooth, but always in the same way. This is hard work to encode in real time with low bitrate (your main goal).
 
So I reinstalled the OS back to a non-preview build and it didn't do a god damn thing. What the hell is wrong why can't I get it to work?

Shooting in the dark but are your Webcam and Elgato plugged into the same USB Header?

Try doing a stream with your webcam unplugged entirely.

Your setup is so cookie cutter that non straightforward thinking might need to take place, there is no reason for you to be skipping any frames with your setup.

Also, make sure you have GameDVR disabled

To turn it off on Windows 10, open the Xbox app, go to settings, go to Game DVR and change the slider to OFF.

I already know it's going to be something that has absolutely nothing to do with either OBS or my card. It's going to be some random ass setting that no one would ever think to check lol.

I already have tried multiple PCI ports for the HD60pro, and multiple USB's for the webcam, nadda.

I shall try the game DVR thing tomorrow and see if that changes things. I'll keep you posted.

Your system (or antivirus) is messed up with rights. For future, never perform the installation in windows 'Programs' folder. Create 'Progs' or 'MyProgs' on C: drive and install all your programs there. Because defence system may kick you off before you can update or delete any file from default folder (better if you will be the owner of the folder). And, go ahead with xsplit, the man who write part of it, was known by free capture driver first, then...

Unpack zip version of the OBS Studio to any other folder, run it, forget about install.
 
It's not the rights or the antivirus. I've tried installing as admin and I disabled the antivirus and it still does that. I'm just EXTREMELY frustrated that my system is completely bugged up for some reason.
 
So I got it reinstalled by basically luck and got everything set up the way it was before. Anyone have any more ideas as to what could be causing this?

Did you try checking your CPU temperatures? With something like HWMonitor? It's a bit of a long shot, but i noticed you had 31% skipped frames in one of your logs.

Holy crap I think you might be on to something. These were the readings I got when I ran Realtemp: https://gyazo.com/098fd837c15a967e056c1730e9c93cc3

That was while streaming at 720p 60fps, and watching the stream at the same time. Was hitting high 70's - low 80's when OBS was only in the preview, not streaming or watching stream. They sit high 40's - low 50's when the system is just running normal.

Yeah, your CPU is downclocking because of the high temperature, resulting in reduced performance.
With HWMonitor you can also see the MHz the cpu is running at (not the max MHz)
