Question / Help Lagging while streaming

Hello ! First of all im french so sorry for my english ^^

I use to play Dota , with 30ms , but when i start streaming with obs my ping go to 200-300ms , its unplayable .
Ive configurate obs well with speedstest etc etc.

My configuration is : MSI GE60 2PE APACHE PRO
Geforcegtx 860m
i7 2.50ghz with 8go ram
resolution 1920.1080
Bitrat max 723kb/s buffer 500kbit

Yeah ive just checked it with my operator , i should have between 15 and 40 Mbit/s download and 1 and 10 Mbit/s upload , but ive 8download and 0.850 upload !

So ill contact them , i think its only cause of this then i will see :)
