Question / Help Lagging while streaming eventhough my upload should be sufficient

So i have 4500 upload (tested via twitchtest) and set my upload to 3500 but I can see my ping spiking quite often. Are there any settings i can change to prevent this? I also tried lowering my upload to 1500 but the lag still occurs.

PC specs:

Cpu: i7 4790k
Gpu: 970 MSI

First: make multiple speedtests to different services like testmy.net and speedtest.net and make sure your upload is stable. Additional testing via uploading files and looking at the speed is also worth it.
General rule: you want at least 20% of your upstream to be free for background tasks. My setup is: 20.000 kbps for streaming and 24.xx mbit/s is what i get from my ISP. And this is the best case. So i leave at least 4 mbit/s free for whatever my PC will do during the stream with the upstream. And i suggest you to a) get a bit more bandwith if you can and b) lower the bandwith for the stream if you cant upgrade it.
