Question / Help lagging really bad i need help [lease

when I stream with OBSb it seems to lag really bad I thought it was my internet but when I stream from my ps4 its fine and this is both twitch and youtube gaming. anyway, I was told to come here post my specs and OBS Settings.

My Upload Speed is - 6.17

My Computer Specs - Manufactures: CyberPowerPC
Processor: AMD A6-6400K APU with Radeon(tm) HD Graphics 3.90 GHz
Installed memory (RAM): 4.00 GB (3.19 GB usable)
System type: 64-bit Operating System, x64-based processor
and its running on Windows 10

I am not sure if this is exactly what I need to get help sorry I am not really a computer guy.

OBS Settings - Output
Output - Mode Simple
Video Bitrate - 2500
Audio Bitrate - 160
Video
Renderer: - Direct3d 11
Base (Canvas) Resolution: - 1440x900
Output (Scaled) Resolution: - 720x450
Downscale Filter: - Bicubic (Shapned scaling 16 sample
Integer FPS Value; 25

and it is OBS Multiplatform and as I started typing this and checked my settings I just downloaded the newest update. again o am not sure if these all the settings you need but those were the only ones I messed with.

if anyone can help me thank you in advanced.

With Elgato, needs to decode video sent over a slow USB 2.0. Decoding at 1280x720 30fps might have used up nearly all available CPU usage of dual core AMD A6-6400K APU. Try set your Elgato capture at 480p, or get a better CPU, or maybe a capture card that captures uncompressed video (PCI-E for desktop tower, USB 3.0 if your computer have these ports)
