Question / Help lagging internet

My upload speed = 12.64Mbps.
Download speed = 67.14 MBps.
I have put my maximumbitrate & buffersize both at 3500

When im streaming CS:GO its fine, theres no FPS lag or whatever, but the stream is lagging my internet. Its disconnecting me all the time from the server, then it auto-reconnects. Then disconnects me. What is going on? Do i have to downscale the Maximumbitrate?
 
So i live in holland.

What do i need to do with them? i didnt really understand the thread itself.
