you do also realize that on ultrafast preset 1080p even with 3500 bitrate will look like garbage, the absolute best quality balace your stream will look much better downscaled (try bicubic filter) to 720p, then you can drop your preset to veryfast, then you can drop your bitrate to 2500 and have probably better quality as you do now, about the same or less CPU strain WITH lower bitrate.

Recommendations:
downscale 720p with bicubic or lanczos (bicubic is sharper while lanczos will be smoother)
drop bitrate to 2500
change preset to veryfast

I completely agree.

While it's counter to what you'd think intuitively (higher res and bitrate is better), I noticed the computational power of my computer along w/ the bitrate I can stream at for Twitch w/o being a partner, it was higher quality to go 720p60@2400kbps and something like veryfast instead of ultrafast. Ultrafast just wasn't capable of keeping up with the action of a simple platformer.

If I used my GPU to do the rendering, at 720, I could even get AMD VCE to go even better rendering quality at a lower bitrate.

So what i should use to downscale to 720p if im willing to stream mostly league of legends
1080p downscaled to 720p

then read the details I wrote in previous post:

i really dont know how to downscale xD im such a noob
you should probably read some one OBS as in some guides and settings.
In the settings window there is a tab called video, there you will see resolutiion downscale, the resolution above it (aka base resolution) should be something like 1920x1080, the downscale should be set to 1.50 (1280x720) filter bicubic or lanzcos.

In the advanced tab, there is a setting called x264 CPU preset, this should be set to veryfast

in the encoding tab, set the max bitrate to 2500 and custom bufer size to 2500.

in the future, if you dont know what it does, you probably shouldn't touch it until you do.

if im able to stream on 1080 30 fps without any problems on ultrafast, will i be able to stream 720p 60 fps ?

why should i down my bitrate to 2500,when i can use 6000 without any problems ?
Do you stream just to stream or do you want your stream viewable by most people? my point being, there is no reason to force your stream to 1080 then do "ultrafast" preset, then set bitrate tyo 3500 when that will look like trash and not be very viewable.

My recommendation will help you achieve all of what you want only missing the 1080p tag. other than that it should look great.
