Question / Help Lag spikes while streaming with OBS on twitch (League of Legends)

Hello,

I wanted to start streaming League of Legends on twitch, and I chose OBS (which means I haven't tried other streaming apps yet).
I've changed the settings according to this setup at the twitch site: http://help.twitch.tv/customer/portal/articles/1262922-open-broadcaster-software
When I tried streaming, out game everything was fine, but the moment I'm in game, I get lag spikes every 2 or 3 seconds. It's not that it gets stuck, but it has some kind of delay, which has a big influence on the game, since it's very important to have quick reactions and make fast decisions.
I've searched on google and found several questions people have asked on these forums, and I've tried lowering the settings like it said in most of the answers. I have now set the max bitrate to 1000kb/s (started with 3300, after that 1800 and now 1000), Resolution downscale to 1.50 (1280x720) (started with no downscaling), fps 30 (started with 60) and checked Minimize Network Impact (started unchecked).
With 'started with..' I mean the settings I had it on the first time I tried it, and now I have the settings mentioned outside the brackets. Even though I lowered these settings, I still have the lag 'spikes'. I don't know if you're familiar with the game LoL, but every 2 or 3 seconds it freezes for a very short time, and when I try to move the camera it freezes/gets stuck shortly as well. Is the problem my internet, or my hardware and is there a way to fix this? It would be great if I could change something in the settings, after which I could stream with no problems. Do you get high ping in-game? Or is it just an FPS drop, like a game performance issue?

I get fps drops.

EDIT: In League of Legends (ingame), I changed settings so that V-sync was turned off. Now, I don't get the short lagg spikes anymore (when I'm downscaling to 1280x720). Now on the other hand, I get bigger and longer lag spikes where my FPS drops to about 15/20, but these lag spikes occur less often.
Maybe it's worth mentioning that I use Skype to voice chat while playing the game.

EDIT 2:After I stopped getting the small short lag spikes, I changed my settings (bitrate to 2000 and fps to 60, so I got better quality)

The log is of the stream from this game. My fps drops to about 10 during this lag.
Any way to fix this? I'd like to maintain the best quality possible (I'm now downscaling 1280x720), which is still pretty decent quality, as you see in the twitch video.
