Question / Help Lag Spikes on League While Streaming

Hello! I just recently started streaming league of legends a couple days ago. Everything goes fine for a short while until I get massive ping spikes resulting in playability going down the drain.

So, I'll post my info/specs and hopefully with this information you all can help me decide if i should change some obs settings or what.

PC:
iBuyPower Desktop, Win10
1TB Hard Drive
8GB Ram
3.8 gHz Processor
AMD FX 4300 Quad CPU
AMD Radeon R5 250 GPU

I live in Suffolk, Virginia and use Charter Communications for my provider. I use a wireless network connection.
I used testmy.net and tested my speed from here to NY, which is where I stream to in obs. Said I have 4mb upload.

Here's what I've been using in OBS:
1000 Bitrate, 610 Buffer Size
Use CBR and Enable CBR Padding are checked
FMS URL: US EAST: NEW YORK, NY
Custom Res: 1920, 1080 Aspect Ratio of 16:9
Res Downscale of 1.75 (1096x616)
Filter: Bilinear, 30 FPS
Normal Process Priority Class. Veryfast x264 CPU Preset.
20 Latency Tuning Factor.
Encoding Profile: Main

If I left out anything vital to troubleshooting this problem, please let me know, as well as what settings I should change/have.

Streaming has been a big goal of mine so any help is appreciated. Thank you so much in advance!

Also, I normally get around 60-70 Ping in league. While streaming it goes anywhere from 100-2999

Use a wired connection for streaming.

If I change to a wired connection, will that fix this problem?
