I have no other problems with any other games. When I'm streaming life is strange, viewers say the stream is choppy. I don't have lag in game, it's just in the stream. Also, whenever I tab out and tab back in my stream gives me the error "disconnected by server." And I momentarily go offline. Why can I stream all other games perfectly except for this one?

with a built in intel iGPU and an i3, you cant expect to play a game and stream with x264.
try quicksync instead, but without a dedicated GPU, this is more difficult for your computer.
