Question / Help Lag/CPU Usage Issue even with Optimal Settings HELP

HI everyone, I just started using OBS and I have followed every suggestion and read the posted threads about this issue, and I still can't seem to get my stream to stop lagging on Twitch. Here is a rundown of what I am using.

Dell N5110 Laptop w/ Intel Dual Core i5-2410M @2.3GHz
6GB RAM
Intel HD Graphics 3000
Elgato Capture Card
Logitech Webcam

Obviously this is nothing special, but I figured that I should at least be able to get SOMETHING streaming, according to the requirements. Also note that for my Internet speeds I have 120mbps download and 25mbps upload. Here are some of the settings I'm using.

Max Bitrate - 3300
Resolution/FPS - 720p/30
CBR and CBR Padding enabled
Base Resolution - 1280 x 720

I know there is more, but the bottom line is I have tried out my stream using ALL of the settings listed here http://help.twitch.tv/customer/portal/articles/1262922-open-broadcaster-software . I have also tweaked all the settings in between that have been suggested such as downscaling my resolution, changing the bitrate from anything to 1000 all the way up to 8000 (just to try different things), laptop is hardwired for max connection, tried different servers, etc. It's important to note that since I am streaming from Xbox One, I use 2 skype accounts and a virtual audio cable program as my mic input. That way, instead of party chat, all my friends join me in Skype chat in the background on Xbox One, and my second skype account logged in on my computer picks up all of the audio from the skype call and is used as my mic input via the virtual audio cable. The only programs I have running while I stream is OBS and Skype, and naturally background processes that barely take up any CPU at all. My stream preview runs perfect, and even my audio from Skype runs perfect in the stream, but the video itself lags like crazy. As soon as I start streaming, my CPU usage jumps to 100% and 120%+ maximum frequency. I have used the estimator provided on the site where you input your specs and that says I should be able to run my computer as long as I'm at 30fps. I have analyzed log files for issues and it tells me to downscale my resolution and lower FPS to drop CPU usage and none of it works.

So I guess the basic problem here is according to the OBS site, I SHOULD be able to get a decent stream. When I make adjustments that are suggested to improve my stream, I still get terrible lag in video. What am I missing here? Any ideas would be much appreciated. Thank you all.

Honestly if I was in your position, I'd switch over to Intel Quicksync instead of x264 for encoding, you've got plenty of bandwidth for a good stream. Quality will take a slight hit vs x264, but performance wont be an issue any longer.
