Question / Help KB/S lingering around 0 to 100

When I press 'Start Streaming', the kb/s indicator turns green and starts about 270 (still extremely poor), it then drops to around 15, then to 0, and then occasionally spikes back up to like 10-100 kb/s.

I don't know what the cause of this is, OBS was fine just yesterday averaging around 3000-6000 kb/s
