So recently I reinstalled windows onto a new hard drive.
Before this point I had no issue streaming CS:GO on my PC. I would get 170 ping solid with no issue (apart from playing on generally high ping, which I just accepted).
Today I tried to stream CS:GO for the first time since the new install and it was like I was getting a ping spike every few second and being pulled backwards.
I streamed Rust yesterday and seemed to have no issue.
My max upload from speedtest.net was 2mb/s.
I used to have the bitrate set to 1800 which was fine. However with this issue I tried lowering it to 1600 and even 1400.
I also tried downscaling the resolution to 2.00 and changing the x264 CPU Preset to "fast" from "veryfast".
None of these things helped at all, My in game ping would change, either going higher or lower, but either way it remained unstable as I still kept getting the spikes
