Question / Help Issues with lag

Hello, I currently am attempting to use obs with my elgato hd 60 hooked up to a pc. I am having an issue though with an extreme amount of lag between my webcam and self audio and what is going on in the game. For instances, if I say "jump" as I hit the jump button on my controller, it will be about 10 seconds before I say jump on screen and then another 20 seconds before my character actually jumps. The settings in obs do not allow me to set a delay high enough to counter this.
I do not have a crash log because nothing is crashing. Everything is running fine it is just the lag. When I preview everything on the elgato software it is all in sync, just when I preview or go live through obs does the lag come in. (I want to make it clear I do not mean lag between what I do and the stream. I know there will be a lag between live and the stream. I am meaning the lag between what I say is happening and having the gameplay too far behind to correct with delay.)

Please excuse my ignorance in the matter as I am new to pc setups. In the process of trying to resolve the issue myself I uninstalled obs and it seems the logs have gone with it. Will I need to reinstall it and recreate the problem to get the log to post here for any help?
 
I changed it up to 700 and I am still experiencing about a 20 second lag from what I say is happening on screen and the on screen image showing what happened
 
That is normal for Livestreaming purposes. That delay has to do with the Provider. Try HitBox to confirm as HB has a 3-6 second delay.
 
I know the lag from live gameplay to stream is normal. My issue is that I have a delay from my webcam and microphone audio to the gameplay. Example. If I say jump as I press the jump button, there is the normal delay of 20 or so seconds until you see me say jump on stream, but it will be an additional 20 seconds until you see my character jump in the game. The gameplay is extremely delayed behind everything else. Beyond what the delays will allow me to set.
 
Normal delay for that with just the HD is approximately 1.5 seconds. If your settings are incorrect for buffering, etc, it can cause the delay.
 
What settings do you have in your webcam properties as well as your mic audio sync delay and elgato properties?
 
I have reset all the delays back to 0 to start fresh. I have the elgato buffering turned on but turned to 0 to keep the game video and audio in sync
