What does "sluggish buffer" mean? What is wrong with the video you posted to Dropbox? The quality is excellent and playback is perfectly smooth. Don't watch it on the Dropbox website or it won't look as good and won't play as smoothly. Open the original file in a real media player like VLC or MPC-HC.
Whoops, when I said "sluggish buffer", I meant to say "stutter". I'm not quite sure why I typed that.

Directly after recording, I open the file in Windows Media Player, as I do with Fraps footage, and I can see this stutter, which is not apparent with Fraps.

It is just not as good as I was led to believe. I'm 100% sure I feel slight stuttering in my frames. If I wasn't sure, I wouldn't be asking for help to resolve this issue. Considering how many people have told me OBS has done wonders compared to FRAPS for them, I've been curious as to how OBS has been doing worse for me. The quality is noticably less clear, and while this stutter may not be too apparent, it is noticable.

If this is how it's supposed to turn out, I'm not sure why I've been told differently.
