Question / Help Issue with dropped frames.

Doing this as a last resort after trying what forums already told me. My situation is as follows. Earlier before this happened I've had no issues to even think about other than some game compatibilities. Recently I tried to start up stream and had noticed that once I started to load up on the bit rate. It starts green, increases, keeps green untill I start hitting 1200+ on the bit rate, the box turns red and I'm dropping over half my frames. What used to be 3600+ has turned into 2400 max on the bitrate. I have messed with everything the forum has told me to do and I'm still having this problem.

My OS: 8.1
GPU: GTX Geforce 780
Cpu: AMD FX-8320 @3.5 GHz

(Also away from keyboard atm so don't have any log files for this.)
 
I'd run that twitchtest utility from the connection you're trying to stream from and allow it to test ALL servers, not just one region.

Well I tested and New York is the best one at almost 75% of normal. Need to find out what is throttling my internet speeds now as my upload just dropped phenomenally.
