Previously I would stream at 1080 30fps. I would play with my bitrate from time to time, but it would have no issues going as high as 4000.
Recently, I decided I wished to try to run at 720 but 60fps. I set the bitrate down to 3500, and everything worked great for a good while. However, about an hour or so into streaming, OBS completely stopped. It wasn't like a crash or anything like that, I got an "attempting to reconnect" error. My internet worked fine as I was still able to communicate with the chat and load other pages. Upon having it reconnect, an hour or so later the same issue arose. This time I happened to be looking at OBS when it happened. The indicator in the bottom right was displaying 0kbps and was red despite me having internet access.
Is this a settings issue on my end? Or just a bad day of service from Comcast/Xfinity? I would love to stream at 60fps since I play a lot of high motion games, and my viewers really enjoyed it when it was working.
I have 50 down 10 up from Xfinity

Let me know if you need any other information about settings/set up.
