Question / Help Is there a way to stream at 30fps and save to file at 60fps?

A lot of viewers don't have very good internet speeds or their ISP throttles their connection to twitch so 60fps isn't ideal on small streams which don't get the transcoding option.

But now that youtube supports 60fps videos and offers transcoding for all videos and all users, I would like to be able to stream at 30 fps but save the stream file to my computer at 60fps for video editting later.

I don't want to open up multiple instances of OBS to accomplish this.
