so guys, basically, i got a new computer and i was trying to stream with obs (ofc) i have a i5 4440 and a gtx 760 8mb ram... when i try to stream cs go (60 fps on obs) with 3mb upload, my fps goes to like 50, and when my stream is off i can play with 250 fps... so my question is, do i need to upgrade my computer ? or if i only get a 20mb upload connection which i already ordered will i be able to stream nicely?

Games that run at 250fps often just use abnormous amounts of CPU/GPU power to render these fps, although in the end you at maximum see the 60 or 120 hz (if you have such a monitor) so limiting the game to a fixed rate can on the one hand even smooth out your experience, as the game renders more steady and the cpu/gpu has free room and on the other hand also allow you to stream with a higher framerate than without limiting.
Without the limit, as soon as you start your stream, obs and the game have to fight for free cpu room and that would explain drastic fps drops :)
Then its of course interesting to know which resolution you try to stream at. For your i5 4440 I would recommend to use 720p and maybe just 30 fps, but you can test with 60 again while you set fps_max if you play cs for example or a source game. Most games have such an option and keep an eye on cpu usage.

you were right man, thanks a lot, i limited the cs go to 99 fps max, and that was what i needed :) i can play now without fps drops and stream at 60 fps, about the quality, im streaming at 2500 kbs.. if i get a 20mb upload internet, and i put like 14000 kbs at obs, will my quality look better even without the partnership? thansk a lot

It will look better, but you might get banned from twitch (they have restrictions) and anyone that would want to watch it needs at least 14mb download speed. For streaming you will have to sacrifice a bit quality, thats always necessary until everyone in the world has 1gbps up and download speed.
Twitch.tv recommends for non-partners to use a MAX of 3500, better around 2000 according to them. For 720p 60 fps I would go for 3000-3500 :) Some users might get buffering from time to time even if they should be able to watch 3500 though. Test it a bit and see what your users say.
