Question / Help Is my Upload Speed too slow to stream in 720p 30FPS?

I recently received an Elgato Game Capture HD, as I planned to stream some games on my older consoles along with Wii U and PS4. However, I did a test stream of Super Smash Bros for Wii U last night and it was awful. The stream was not only extremely blurry but considerably choppy as well. My computer specifications are decent:

Intel Core-i7 3770k 3.5 GHz
GTX 660 Ti
8 GB RAM

However, I'm stuck with god-awful Time Warner Cable internet as I live in a rural area. I have 25 Mbps Download but only 2 Mbps. I set my bitrate to 1500, and this may be the problem. Is there anything that I can do or am I screwed?
 
the bitrate is certanly the problem but if your pc is upto the job you can try changin the encoder, which will in turn clear the stream up and reduce the amount of bitrate you will need to upload

What would you recommend setting the encoder to? I can overclock my i7 if that's necessary, as I have sufficient cooling.

You can try changing the encoder preset, not the encoder (changing to Quick Sync or NVENC will reduce the quality), though doing so isn't going to work any miracles. 1500 Kbps isn't going to look very good for 720p30 unless you're playing something without a lot of motion. You can try changing the x264 preset to fast or maybe even medium under Settings > Advanced, but you'll probably want to downscale to a lower resolution like 540p too.
