You could easily stream 1280x720 down scaled @ 30fps.

Encoding:

Encoder: x264
Use CBR: Checked
Max Bitrate: 3000
Use Custom Buffer: Checked
Buffer Size: 3500

Audio Encoding:
Codec: AAC
Bitrate: 128
Format: 44.1kHz
Channel: Stereo

Video:

1920x1080
Downscale: 1280x720
FPS: 30

Advanced:

Use Multithreaded Optimizations: Checked
Process Priority Class: Normal
Scene Buffering Time: 200-400
Keyframe Interval: 2
Use CFR: Checked

If you notice any stuttering on your stream, lower the bitrate to 2500 and buffer to 3000.

First of all I really appreciate your help. My stream is still lagging a bit even with these settings, tried lowering the bitrate to 2500 and buffer to 3000 but that didn't seem to help =/

In Advanced set x264 CPU Preset to Faster or Fast also don't watch your own stream, because your PC needs to encode that as well.

720p30 probably wont work in a decent way caused by the gtx 275 and their really bad gddr3 vram

this literally forces you to stream at 540p or even lower to creat stable 30 fps as an capture input (not ingame fps)

Scene Buffering Time: 200-400

If you notice any stuttering on your stream, lower the bitrate to 2500 and buffer to 3000.

all i can do is shake my head stuttering means by no way "buffering ot dropping frames" so changing the bitrate wont change a stuttering problem which is kinda like a choppy stream.

also who on earth told you to change the scene buffering time? i havent read that he has any sync issues so completly useless leave it at default (700)

In Advanced set x264 CPU Preset to Faster or Fast also don't watch your own stream, because your PC needs to encode that as well.

do not change your preset to fast your cpu maybe be somehow able to handle it since its "only" wow but its not really capable of doing that as a single gaming/streaming machine if it would be a dedicated machine then "maybe" else fast and probably even faster is too much

on a slower preset like faster and fast your cpu can run into really high cpu usage which means as soon as anything happens in the game stream + game will end in really bad performance for a couple of seconds

Shake your head all you want, read it again...."if you notice any stuttering on your stream" (ie looking at your stream) you may need to change your bit rate. Nowhere did I say anything about frames dropping, oh look an internet-know-it-all, watch out everyone. Learn to read, don't attack me because you fail at reading comprehension. Also I don't recall which is more CPU intensive so maybe "super fast" was the better option. However there is no need to tear apart what I was trying to say. You know trying to help. Fuck!

Also I'm not very aware of the x264 presets, because I use the nVidia Encoder which is completely different.
