Is it possible to bind a hotkey or keyboard/mouse control to audio input level?

Is it possible to bind a hotkey combination to a particular audio input. IN my case, it would be the mic/aux, and I'd love to be able to bind a pair of hotkeys to the level up/down on this audio input....say + to up and - to down, or some such

or on the mouse, bind the schollwheel to up/down of that audio input.

I've dug through everything I can think of in the settings, on GOogle, etc and see no answer.
