Question / Help Intel QuickSync - Can it be enabled?

Can I enable the Intel QuickSync option in OBS on my computer? I'm pretty sure it can, but I'm not 100% sure that it can, and can someone give me instructions to enabling it?

Specs:
Processor: Intel(R) Core(TM) i7-3770 CPU @ 3.40 GHz
RAM: 8.00 GB
Graphics Card: AMD Radeon HD 7570 (Discrete)
