I downloaded the stream effects 0.4.2 found on this site the URL is...

then I followed instructions provided by this site URL here...

but cannot see any of the new filter effects. I have restarted the program several times too with no success. I right click on the sources and go to filters then hit the plus button but they are not there.
my version of OBS is 21.0.1 64bit windows.
