Try making a new scene collection and adding just a game capture source, or get rid of the display capture source in your second scene. Display capture performs exceedingly poorly in Windows 7, even if it's in a different scene.

I added the display capture about 3 hours into my stream for a 2nd scene. It didn't affect anything from what it was before.

Run OBS as Admin and try enabling Aero

Okay I'm testing admin now. Aero is enabled always on OBS studio unless you check "disable aero" which I did not.

EDIT:
Ran as admin and deleted display capture scene and did not fix.

According to your log file Aero is disabled. The option in OBS will turn Aero off if it's enabled, but it won't turn Aero on if it's already off when OBS is launched. I don't think Aero would have an effect on anything but it's worth trying I guess.

Okay I think I might have a solution? But don't know the fix? I just watched a PC streamer and he said his CPU usage while streaming on obs is 35% ish. I'm at like 4% .. How do I make my cpu work harder for it?
