Question / Help Innate 15 second delay

I don't remember the version that this started on but whenever i stop a stream, it tells me it has 15 seconds left to output.
My delay is 0 seconds and im getting a 30 delay from capture to stream as a result (twitch so 15 + 15)
How can I fix this? (again, this only started after a certain release version was pushed out)

I know Twitch adds a 15 second delay, but why does OBS have a 15 second stream buffer when I have the delay set to zero seconds. (ie. when I close try to close OBS right after I stop streaming, it gives me a prompt to wait 15 seconds for the buffer to empty or kill the program now)
Again, this only started happening after I updated to a new version.

Due to Twitch ignoring the close stream message, it takes them 10 seconds to acknowledge that the stream is shut down. If you try to exit OBS before the stream is fully closed you will get that message. Prior versions of OBS simply froze the UI rather than showing such a message.
