Question / Help Ingame FPS Drops

OK so i am trying to setup streaming on my new pc, but for some reason i get screen tears and massive FPS drops when trying to stream. I am pretty sure my PC is over kill to do it but for some reason this is still happening.

PC:
CPU - AMD FX-9370 Vishera 8-Core OC to 4.8
Ram - 16G DDR3 2133
HDD's - Samsung EVO 120gb SSD, 500GB WD Velociraptor
Video - EVGA 970 GTX OC edition.
MoBo - ASUS M5A99FX PRO

OBS:
Encoding - x264 encoding, quality balance 7, bitrate 1700 (but internet can handle up to 3500+)
Video - 1980x720, 30fps, with disabled aero
Audio - Default
Advanced - Use Multithread, Above Normal, 700ms buffer, cpu preset ultra, encoding high, keyframe int 2, Use CFR. Rest unchecked/unchanged
And everything else pretty much untouched.

Is there anything i can change to get better frames in-game while streaming? When Playing CS:GO i get 210+ FPS on Full settings in 1080p without streaming, when i start streaming i have to turn to all low settings and i get 120 FPS MAX with screen tears dropping me to 70fps or so.
 
You mean 1280x720? ultrafast actually encodes with very very bad quality. set it to veryfast.
Post your logfile under the help menu. copy the link here. I be there is another streaming program enabled. check for nVidia experience and/or steam's in-home streaming and steam's broadcast function. if so, uninstall/disable them all
 
Click help, then logfile, the upload the logfile of you streaming. you want to delete your last post asap since you just posted your stream key etc. COPY the link to the github post here. the upload will post the log to github and not post things that "we" dont need to see.
