In the obs settings you cannot raise the bitrate above 1

When setting up the stream, I encountered a problem - the picture was constantly pixelated. AMD Radeon™ RX 5700 XT graphics card. I found out on the Internet that in order to stream from this video card, you need to manually install the h264 avc encoder amd advanced media framework encoder in the obs. I installed it, but in the settings I can’t set the bitrate to more than 1. When I start the stream, the bitrate does not rise above 3500 (this is very low for Twitch, and the picture is pixelated because of this). When you install another encoder and start the stream, the bitrate can be changed, and the stream calmly runs at 8000 bitrate. But I need to stream using this encoder (which I indicated above). How can I fix this? The screenshot shows the bitrate settings.
