Question / Help In-Game micro stuttering when OBS is open

I have a strange problem while gaming. I'll go over the problem and what I've tried to do to solve it.
My game runs completely fine by itself, and I'd like to stream while playing. I experience something I can only describe as choppy micro-stuttering when OBS is open. I don't even need to be streaming or recording, if OBS is open then the problem persists. My game doesn't show a decrease in FPS but there is a noticeable drop in quality and it makes competitive game play impossible, only when OBS is running.

I should add that I built this computer a month ago and this problem existed since the beginning.

Here's what I've tried
- downloading latest drivers
- I've changed my OBS settings around a lot but I don't see how this can be the problem since OBS being open at all creates the distortion.
- Reinstalling OBS
- Using Xsplit and streamlabs (same problems)
- disabling preview
- Disconnecting other monitor
- Running OBS as an administrator (I figured I'd try)
- other stuff that i can't remember
