Question / Help In-Game Lag

Ok well I am still fairly new to streaming, so sorry if this seems idiotic. Lately I have been streaming Dishonored. I get a few frames dropped here and there (less than 1%), but that doesn't really bother me too much. It is slightly annoying, but it's minimal. The thing that has been odd to me is that I am experiencing some in game lag. I am running on a i7-3770 CPU @ 3.7GHz, a GTX 670 graphics card, along with 16 GB of RAM. I run Dishonored on completely minimum graphics, I have tried turning V-sync on and off. Essentially I have fiddled with every single possible setting I could find to no avail. I have updated my graphics card as well to make sure. I do have a 4 MB/s upload so I have fiddled around with the encoding settings. I usually stream at 1700 (should I bump that up?). I stream at settings that I do not believe to be too intensive on the computer. If it is purely that I need a better computer, then that is fine, but if it is something I'm doing wrong I would like to know. Also if you know how to stop dropping frames entirely that would be very appreciated as well. Thank you very much for your time.

You shouldn't increase your bit rate...you're already dropping a few frames so that would be a bad idea. Instead, I recommend downscaling to 540p (2x). That will ease some load off your CPU to give better game performance and stream performance.
