Question / Help in-game fps and OBS fps.

Hi! Im new in streaming community. so i have some Q about obs and game setting. Can i set 60 fps in game and 30 fps in OBS stream settings? Or i shoud have 30/30 or 60/60 fps in each program? Its not comfortable to play with 30 FPS in game. If i set 60/60 my CPU used on 50% but stream have some spikes and didnt work smoothly.
PC conf: i4670k/8gb RAM and gtx275 OC edition 6 mb upload. Streaming LoL. Without cap in game i have 150-200 fps. And sry for my Eng)

It shouldn't be necessary that your Ingame and Stream fps matches. So you can set your stream fps to 30 and play with 120 ingame.
