When i watch the stream live on my laptop it looks choppy/kinda has like a studder to it and freezes sometimes

Should i be using quicksync?

Playback seems fine on my computer. It could be that your laptop simply has a hard time playing it. Flash isn't the greatest at playing back high quality video, especially with high framerate.

That said, you might have a very small issue with duplicate frames...it might be nothing (they may have been bunched up), and it's hard to tell what might be causing it, but I wouldn't be too worried.

Considering your bitrate, I would say that your choppiness/freezing could also be due to not having enough throughput between the Twitch video delivery server and your laptop. Anything over 2000 bitrate is kind of rolling the dice on whether or not anyone will be able to view the content smoothly, as the average throughput for streaming video tends to be around 2Mbps.

Is there a reason you have a different buffer size from your bitrate? In most use cases it provides no benefit, and in your case it's probably hurting quality.

it's just what I was told to use by someone, thought i would try it out, so I should do 2100/2100?

2200/3200

It wasn't a very long test stream, so a little blip like that can look worse than it actually is, because it comprises a higher percentage of the total frames encoded during the stream. If you stream for longer periods of time and still see your duplicate and late frames to be above 1%, then perhaps your encoding settings are just a bit too high for your computer.
