Question / Help Image using NDI plugin for OBS doesn't feel like 60 fps

Hi everybody!
I'm using 2 PC setup with the following config.
As a gaming PC I have the following:

CPU-i9-9900K
GPU-RTX 2070
RAM-32 Gb 3100 MHz
MB-ASUS PRIME Z370-PII
2x144hz displays

As a streaming PC I have:

CPU-AMD Ryzen 7 3800X
GPU-RTX 2060
RAM-16 Gb 3133 MHz
MB-MSI B450 Gaming Plus MAX
1x60hz display

To configure LAN I use TP-Link TL-SG1008D. Task manager shows 140 MB/s usage by OBS when streaming.

The problem is that image doesn't feel like 60 fps. Looks like I am missing some frames, but I don't know what can cause this issue.

Here is the full stream VOD as example(this stream, as I remember, I was using Streamlabs OBS, but the same issue reamins using OBS, all the settings in both cases are identical):

On your gaming PC, lower the refresh rate of your monitors to 120Hz (FPS) & give it another shot.

You also have (4) memory leaks on your streaming PC.

Have you given it any thought or tried using your RTX-2060 for encoding?

I use 2060 for recording and CPU for streaming. 2060 can't handle it in the same time, i suppose.
I'm not sure, but is the last sample VOD feels more smooth than the full steam VOD(first mentioned in the frist post)?

I didn't watch them but you should see an improvement & the stuttering should be completely eliminated.

FYI, I have a GTX-1660 Super & I do my streaming & recording (H265) with it so I know your 2060 can do the same easily.
