Downscale to 720p and set fps to 30. change from ultrafast to veryfast 2500 bitrate/buffer recommended.

your Pc can't encode 1080@60 and you would need a really insane bitrate and for some viewers, it is unwatchable for one of two reasons, either requires to much bitrate to watch or the device cant decode it efficiently.

game studdering
close all chrome browsers and uncheck "enable view" from OBS's preview window by right clicking on it, preview then unchecking it.

if you HAVE to use a browser to watch your own stream, use Internet Explorer; it is proven to have much less CPU usage, which is valuable when streaming.

Thats a log
Code:
20:56:53: RTMPPublisher::SocketLoop: Stalled for 1788 ms to write 471 bytes (buffer: 0 / 207872), unstable connection?
20:57:24: RTMPPublisher::SocketLoop: Received FD_CLOSE, 30024 ms since last send (buffer: 0 / 207872)

Just to be clear, what is the current issue(s) you are having.
So far I have:
blurry stream
game stuttering (fixed)
stream studdering
and the error message above says youy might have a program that is closing the stream (3rd party firewall or antivirus software?)

I dont think the anti-virus has anything to do with it, but the rest is a yes
Well more so firewall, (some antivirus' are all-in-ones) for the FDClose in your log would cause that.
Blurry stream, anytime you are below 1080p expect some blur, to minimize this when downscaling, change the filter to either bicubic or lanczos, bicubic is said to be sharper where lanczos will be smoother

Second 1080p with to low of bitrate can also be pixellated, which is when you see artifacts on the screen

I really cant see any reason why your stream would be stuttering with your current settings. when you stream next, link me and if I'm on, I'll check it out
