Logs show no encoding or rendering lag.

What program are you using to play back your recording?

Log shows a single recording session of NVENC CBR at 7000 with zero dropped frames. So either that's a log from a different session, or the stutter is in playback, or the stutter was in whatever you were recording, and OBS faithfully recorded it.
